LAGOS EMERGES FIRST IN STATE PERFORMANCE INDEX Lagos State has emerged Nigeria’s best-performing sub-national in the 2025 State Performance Index (pSPI), leading other states by wide margins across all sectors. In a latest ranking released by Phillips Consulting Limited, Nigeria’s leading business and management consulting firm, Lagos is ranked number one  in the National Assessment Report out of the 36 states and the Federal Capital Territory (FCT), Abuja in the Overall pSPI Rank, based on continued strength across key governance and economic indicators. The 2025 State Performance Index (pSPI) identifies Lagos as Top Revenue Performer, stating that "Lagos ranks 1st in IGR per capita, per km², and per trade route." It also ranked Lagos as second in internet penetration and digital access. The report rates Lagos positively in High Financial Independence, stating that "69 per cent of Lagos State’s revenue comes from IGR, significantly higher than the national average of 18 per cent, reducing reliance on federal allocations." Phillips Consulting Limited describes pSPI as a tool for measuring governance effectiveness and identifying areas requiring policy intervention. "The 2025 edition of the pcl. State Performance Index (pSPI) builds on the 2024 report with a sharper, more data-driven approach. It expands performance indicators and reduces focus from perception to measurable outcomes, ensuring states are rated based on real progress, effort and impact," it stated. Speaking on the performance of Lagos state, the report states that: "Lagos is the economic backbone of Nigeria, and the data confirms it. With a GDP larger than several African countries such as Mali, Gabon, Togo, Namibia, Malawi, Lesotho, Guinea Bissau, Liberia, Djibouti, Gambia, Seychelles, Sao Tome and Principe, Burundi, Cape Verde, Eritrea among others, Lagos’s economy thrives on a powerful mix of commerce, finance, technology, and international trade. "Lagos is financially self-reliant, generating the bulk of its revenue internally rather than depending on federal allocations. Its strategic port access, thriving informal economy, and dominance in financial services make it Nigeria’s undisputed economic leader." According to the 2025 State Performance Index, Lagos State is followed by Ogun and Kaduna. Adamawa and Niger states complete the top five. Nasarawa and Gombe occupy sixth and seventh positions. Jigawa, Plateau and Abia are in eighth, ninth and 10th positions to complete the top 10 list in the assessment. Speaking on the report, Governor Babajide Sanwo-Olu said the ranking is consistent with other related reports that have scored Lagos high and above other states. He said: “What the latest ranking has done is for us to get back to work and do it a lot better and smarter. Our state was recently ranked among the best in the world in nightlife by UK’s Time Out magazine, coming second behind Cape Town, South Africa in the continent. We beat Cairo in Egypt and Marrakech, Morocco to the third and fourth places respectively. “Earlier in the year, a Netherlands based firm, Dealroom.com named Lagos as the fastest-growing tech ecosystem in the world in its Global Tech Ecosystem Index 2025 report. Lagos came ahead of Istanbul, Turkey and India in the report. “We also emerged as the top performing State in Nigeria in the Presidential Enabling Business Environment Council (PEBEC) Ease of Doing Business 2026 rankings, which was released in March this year. LASIAMA ASSESSMENT TOUR HIGHLIGHTS GOVT’S COMMITMENT TO SUSTAINABLE INFRASTRUCTURE MANAGEMENT The ongoing Facility Management Assessment Tour by the Lagos State Infrastructure Asset Management Agency (LASIAMA) has continued to reinforce the commitment of the Lagos State Government to preserving public infrastructure, improving service delivery, and creating employment opportunities across the State. The statewide exercise, which commenced on Tuesday with visits to Lagos State University Teaching Hospital (LASUTH) and Lagos State University College of Medicine (LASUCOM), is aimed at evaluating maintenance standards, strengthening accountability among Facility Management companies, and ensuring public assets remain functional and sustainable. During the assessment at LASUTH and LASUCOM, the LASIAMA team engaged Facility Managers and End User representatives in a transparent review process. Assessment Forms were jointly signed by End Users and Facility Management companies as part of a performance-rating mechanism designed to capture feedback on maintenance quality and service delivery standards. The team expressed satisfaction with the overall facility management standard observed at LASUCOM, where Meditrack was commended for demonstrating commendable maintenance culture and strong attention to infrastructure sustainability. At LASUTH, observations were equally encouraging, although a few minor issues were identified for improvement. Clinical staff interviewed during the tour also attested to the responsiveness of LODAT and Medcourt in addressing facility-related concerns promptly whenever called upon. Speaking during the assessment at General Hospital Isolo, Facility Manager, Mr. Aina Babajide of Elvina’s Investment and Logistics Ltd., commended Governor Babajide Sanwo-Olu for creating opportunities for Facility Management practice across government hospitals in the State. According to him, the initiative has become a major source of employment generation and operational efficiency within public health institutions.  Also speaking, the Manager of the Neo-Natal Ward at General Hospital Isolo, Nurse Arubayi Olaide Okanlawon, gave commendation to the Facility Management team for its consistency and responsiveness. Similarly, the Chief Fire Superintendent at Isolo Fire and Rescue Service, Mrs. Tawakaltu Olabisi Edu, praised AMA REMS Concept Ltd. for maintaining high operational standards at the station. As part of the statewide exercise, another assessment team led by Mr. Adekunle Adesanya visited the LASTMA Office in Oshodi where SC Facilities oversees maintenance operations. SANWO-OLU’S FACILITY MANAGEMENT INITIATIVE BOOSTS HEALTHCARE, ECONOMY - EXPERT  As part of the ongoing Facility Management (FM) Assessment Tour across public health institutions in Lagos State, the Managing Director of Pillars and Frames Ltd., Mr. Segun Adebayo, has commended the administration of Governor Babajide Sanwo-Olu for sustaining a private sector-driven facility management model that continues to improve service delivery and infrastructure maintenance in government-owned medical facilities. Speaking during the assessment exercise conducted by the Lagos State Infrastructure Asset Management Agency (LASIAMA), Adebayo described the Governor’s decision to outsource facility management services to competent private firms as “germane and impactful,” noting that the initiative has created measurable value for healthcare institutions and residents across the State. According to him, Pillars and Frames Ltd. currently provides integrated facility management services within healthcare facilities in Badagry, covering janitorial operations, waste management, environmental sanitation, equipment maintenance, security services, and power supply management.  He explained that the company operates a multi-layered power support system comprising generator sets, solar energy solutions, and electricity supply from Eko Electricity Distribution Company to ensure stable energy availability within the medical facilities. Adebayo, who is also the immediate past President of the International Facility Management Association, IFMA Nigeria, stressed that uninterrupted power remains critical to efficient healthcare delivery, especially in hospitals where medical operations require a constant electricity supply.  While acknowledging the progress already made under the current administration, he emphasised the need for sustained investment toward achieving round-the-clock power availability in healthcare institutions. He added that the combination of alternative energy systems and public electricity supply has significantly enhanced operational stability in the facilities under their management. On environmental sanitation and medical waste management, the facility management expert disclosed that the company adheres strictly to professional waste segregation procedures, particularly for hazardous medical waste. “We ensure that medical waste is properly segregated using designated yellow bags, while our staff members undergo regular training to maintain high environmental and safety standards,” he stated.  Adebayo further revealed that the company currently maintains a workforce of 55 personnel, including security operatives, cleaners, mechanical engineers, and technical officers responsible for handling critical clinic equipment. The Managing Director also praised the maintenance culture being institutionalised by the Lagos State Government through LASIAMA, describing it as a strategic initiative that is simultaneously preserving public infrastructure and stimulating economic opportunities for skilled service providers. According to him, the initiative has not only strengthened healthcare support services in Badagry but also created employment and economic empowerment opportunities across Maternal and Child Care (MCCs) throughout Lagos State. LAGOS ENGAGES ADDITIONAL CONSULTANTS TO BOOST REVENUE ON LAND USE CHARGE … Defaulters To Face Revenue Court As LASG Moves To Enforce Compliance In a renewed effort to strengthen its Internally Generated Revenue (IGR) base and improve Property Tax compliance, the Lagos State Government has engaged five additional Land Use Charge (LUC) Consultants. This strategic move increased the number of LUC consultants from five to 10. The Honourable Commissioner for Finance, Mr. Abayomi Oluyomi, speaking during an engagement session with the Chief Executive Officers (CEO) of existing and new LUC Consultants in Alausa recently, disclosed that the state is adopting a different approach to drive revenue growth.   He affirmed that with more hands on deck, the state aims to expand property enumeration, identify defaulters more effectively, and ultimately increase revenue collection for infrastructure development. Oluyomi further  explained that despite having nearly three million properties across Lagos, only 900,000 properties have been identified and captured in the State Government’s database. He also cited a high rate of default among property owners and the overwhelming span of control for existing consultants as key challenges prompting the expansion of the consultant network. The Honourable Commissioner revealed that the new consultants have been given six-month contracts to demonstrate their capability. Their performance will be evaluated based on clearly defined Key Performance Indicators (KPIs), after which extensions may be considered. The consultants, who were carefully selected through a rigorous screening process, are expected to commence field operations immediately. To support transparency and accountability, the Commissioner also stressed the importance of a feedback mechanism, encouraging consultants to regularly report field challenges so that the government can respond effectively. He therefore, charged property owners to pay their Land Use Charge bills promptly, warning that defaulters will be charged to the Land Use Charge Court in accordance with the provisions of the Law. “Many of these properties are generating income. It should not be difficult for them to pay the token required by the government to develop infrastructure that benefits everyone. The law is clear - every property, built or unbuilt, is subject to LUC,” he added. The Permanent Secretary of the Ministry of Finance, Mr. Alao Tajudeen Mahmud reiterated the Commissioner’s call to action, urging all consultants to be “up and doing.” He highlighted that the ultimate goal is to increase both the enumeration coverage and the revenue generation of the state government. He emphasised that the Land Use Charge is a property tax, not a personal tax, and called on property owners to view their payments as essential contributions to the growth and sustainability of the state.“An inclusive and digitally-enabled property tax regime will position Lagos for long-term fiscal sustainability.
