Help my mom choose a dress for the mother of the groom! Please!

I ordered mac and cheese, and when I was about to pay, the waitress said a $10 tip would be appreciated. The mac and cheese was only $7, and she was asking for a $10 tip! My roommate said that's just how it is, so I should just deal with it. She used to be a server and told me that honestly, a $10 tip is considered low.

She left this note under the bill for the waiter and they were p!ssed . Was she wrong to say this?? What do you think?
