I've done multiple tests with Wireshark and can confirm the average number of send and receive packets is around 128.
-13 received packets doesn't make any sense, so yeah.
Key takeaway: always do a proper test first before posting :)
βοΈ There is a huge problem in Valorant with reduced received and transmitted packets if you use unlimited FPS.
No news from Valorant devs themselves yet...

To fix it, cap FPS to
1) Your monitor's refreshrate (e.g. 360)
2) Double of refreshrate (480 for 240Hz)
3) 500FPS
