2/ IAEA presence at the Zaporizhzhia plant (4 staff) is entirely dependent on Russian military and Rosatom for any step outside the building they are residing. Russia is using the IAEA presence to justify its illegal occupation

3/ The IAEA has a major problem in Iran, getting close to sufficient uranium to make bombs. Who else than Russia has any leverage on the Iranian regime today? These developments in Iran seem to be rather convenient for Russia's foreign policy today, although this is speculation
