This isn't accurate. The city specifically amended the plan to exempt almost all rent-controlled units. It was one of several changes the supes made—they also exempted historic landmarks. And the upzoning applied to the western/northern parts of the city, not everywhere.
for those who don't know, the Mayor's "Family Zoning Plan" re-zones almost every neighborhood in San Francisco to allow for the potential demolition of thousands of rent controlled apartments and small businesses for market rate housing. 🧐
