I'm glad to see this. May I introduce you to the next generation contrast tool and specification? It is based on solid vision science, perceptually accurate, and part of the new #WCAG3 (aka Silver) which just released the FPWD on Friday. myndex.com/APCA/

As unofficially as I can say, it is also likely to seem the most complicated version of WCAG 3.0 you read. Partly because of the difference you mention, partly because it will improve with feedback, and partly because people will get used to the new ideas over time.
