Elegant summary: SMS for 2FA/acct recovery is "the perfect is the enemy of the good" until it isn't. One of the reasons we can't provide one size fits all "security best practices" recommendations to users.

Complicating matters, teaching regular users about SMS for 2FA is great, because flawed infrastructural approaches are much more likely to be successful than they are at password management. And unfortunately, many companies deal with both mass market and high-value targets.

Reason number I-lost-count that we need a city charter. What oversight can council provide if a mayor-selected committee chair can prevent a mayor-appointed CTA president from being held accountable?

Great mention of data minimization and good data retention/deletion practices. GET RID OF data you don't actively need. The less data you hold, the less data that you can leak or that can be breached.
