They're "ignoring what's actually in the deal" because the administration hasn't released the deal. Show us the deal, and people won't ignore it. The problem is there's no reason to take the administration's word for what's in the deal at face value.

An antitrust exemption won’t save the NCAA. We didn’t file on antitrust grounds. Athletes are third-party beneficiaries. Treat them fairly and equitably. Stop arbitrarily and capriciously enforcing bylaws. The “chaos” results from the NCAA’s own actions and inaction.
