NEW: House GOP leaders are working to avoid another intraparty meltdown on the floor
inside the conservative rebellion against earmarks threatening to tank a key rule vote this afternoon and a key funding package:
House GOP leaders will kill an earmark from Rep. Ilhan Omar (D-Minn.) after a hardliner protest. They'll also split up the funding package on the floor to let conservatives oppose the CJS funding bill.
GOP leaders for now think they'll get the votes to clear the rule today and funding package tomorrow - but it's going to be a tight vote with virtually no margin
