Moscow had been dragging this corpse of a conspiracy around for years, especially against Ukraine, Georgia, Kazakhstan, and other post-Soviet countries that dared to cooperate with the West. Its purpose was to help partner countries secure dangerous Soviet-era pathogens, improve disease detection, strengthen public-health laboratories, and stop natural outbreaks from becoming regional security disasters.
