Clear instance of what I described in essay below. Trump is willing to use power of US govt not just to halt US climate action, but to undermine beliefs of actors everywhere that future is carbon constrained, by imposing pain on those who try to reduce emissions.

New work by my colleague Lorah Steichen shows how the pentagon is stockpiling the raw materials needed for green industrialization and hoarding them for imperial war making in places like Venezuela. The US *should* be stockpiling these materials, but for socially productive ends.
