Before you scream "Arbitrum isn't decentralized!" over the KelpDAO freeze - read. @arbitrum is a Stage 1 rollup. Not Stage 2. That distinction is public, documented, and has been for years. Stage 1 = a 12-member Security Council (elected) with emergency upgrade powers. 9-of-12 multisig. It's not a bug. It's the spec. @base, @Optimism, @Scroll_ZKP, @zksync - same story. Almost every L2 you use today has some form of upgrade key or council. If your mental model was "L2 = trustless like L1," your model was wrong. That's on you, not @arbitrum.
