The Department of Budget and Management has officially launched a blockchain-based system to store documents, providing an immutable record on Polygon for anyone to view or verify.
Implemented by Lumen, BYC, and Prismo Protocol, the program increases transparency and tracking of public funds.

Through a special website, the public can now view immutable versions of the Special Allotment Release Orders (SAROs) and Notices of Cash Allocation (NCAs), two essential government documents that indicate where public funds are allocated and when these funds are released.
This was first unveiled on July 30, 2025 at the ceremony held at the Department of Budget and Management office in San Miguel, Manila

Yesterday marks the official go live of Project MARISSA. This groundbreaking initiative integrates our own framework to integrating blockchain technology into the Action Document Releasing System (ADRS).
Critical budget documents like SARO (Special Allotment Release Order) and NCA (Notice of Cash Allocation) are now transparent, trackable, and tamper-proof on the blockchain.
Citizens can now independently verify government budget allocations through a public-facing portal, ensuring document immutability and tamper-proofing while promoting transparency and trust.
