No offense, but writing a rule isn’t just going to create a bunch of “the best player evers” to all the sudden show up
The original point of the two‑way rule was to create more Ohtanis, not punish the one team that has him. If opposing teams really want competitive balance, orgs should develop more two‑way guys in the minors so every club has a shot at earning that “extra pitcher” slot instead of complaining. If Ohtani the pitcher is hurt, then the dodgers have 13 pitchers just like everyone else.

Unless you disengage with the rubber, you can’t make a throw to first or third base unless the fielder is making a move to pick, or holding the runner on. Basic baseball.
