I won an ERC grant on the geopolitics of cloud computing! Thanks to everyone who advised me on this topic. With this and other grants I'm building up a multidisciplinary research group on tech geopolitics. Postdoc & PhD jobs opening towards year end. Feel free to drop me email.
ALT ERC Advanced Grant 2023 GEOCLOUD The Geopolitics of Cloud Computing: How State-Firm Interactions Shape the Geography of Computation to Produce Digital Sovereignty and Dependence.
Today’s digital superpowers, the United States and China, exploit other countries’ reliance on their digital infrastructures for foreign policy and national security advantage. Governments in Europe, Asia, and elsewhere try to navigate this great power competition to retain “digital sovereignty”. A pivotal moment in these technology geopolitics is the ongoing “shift to cloud”. Instead of data being stored and processed on users’ own devices and on servers situated at organizations’ own premises, storage and processing are increasingly moving into “hyperscale” cloud data centres dotted around the world. This concentration generates significant economies of scale, decreases capital costs for firms and public sector organizations, and improves energy efficiency. However, it also creates new systemic risks, an
Our upcoming event, 'Rising AI and the Concentration of Corporate Power,' part of the Geopolitics of Technology series, will be held on April 22nd at 20:00 at @SPUI25. Register now and join the discussion!

NEW BLOGPOST!

What's the point of "AI made in Europe", a key plank of the EU's digital sovereignty aspirations? It could be used either to extract the EU from a delirious "AI race", or to get ahead in it, argues Professor Mügge at @LSEblogs
NEW PAPER ALERT!
Much has been said about the need for European AI sovereignty. But what does it actually mean? What political choices does it obscure? Professor Mügge answers these questions in a new article for Journal of European Public Policy!

Today the #AIAct finally got the final approval from the Member States. One typical complaint has been the dubious legal certainty of the Act.
In a piece from last Autumn, Professor Mügge argues that some regulatory ambiguity could actually be positive.
With the AI Act approaching the finishing line, GPAI developers clamour for legal certainty. But maybe a bit of "strategic regulatory ambiguity" is actually a good idea? Here is why. linkedin.com/posts/daniel-m%…

“We’re building massive compute infrastructure, including 350,000 H100s by the end of this year—and overall almost 600,000 H100 equivalents of compute if you include other GPUs”, says Mark Zuckerberg.
That’s a lot of GPUs! Billions in capital investment.
