The hospital has been built at a project cost of Rs 258 crore.

This tax vs money received is nonsense.
Arunachal and Sikkim people don't pay Income Tax. Tata, Jindals pay their taxes in MH but (majority) their revenue are from Odisha.
I am sure there are many other such caveats.
So this is pretty much an useless exercise.

India's tax money isn't distributed equally.
• Arunachal Pradesh receives ₹1.96 lakh per person.
Haryana receives just ₹4,900. That's a 40× difference.
• Uttar Pradesh receives less than the national average.
• High income states Goa (₹32,700) and Sikkim (₹91,000) receive far more per person than low income states such as Bihar (₹12,000) and West Bengal (₹10,400)

Coastal Highway project to transform Odisha’s development landscape.
The Cabinet Committee on Economic Affairs has approved the greenfield Coastal Highway project from Rameswar to Paradip via Konark, covering 160.18 km with an investment of over ₹8,300 crore, for strengthening connectivity along Odisha’s coastline.
The project will be executed in two packages—Package I covering Rameswar to Kakatpur (79 km) as a 4-lane highway, and Package II covering Kakatpur to Paradip (80 km) as a 2-lane road.
Aligned with Hon'ble Prime Minister Shri @NarendraModi Ji's Purvodaya vision, the project will enhance coastal connectivity, boost Odisha’s blue economy, promote tourism and industrial development, and generate significant employment opportunities for local youth.

Odisha and ESIC signed an MoU to establish a new Medical College & Hospital at Andharua, Bhubaneswar.
The existing ESI Hospital at Chandrasekharpur will initially function as the medical college campus.
The permanent campus will come up at Andharua.
