It was a fairly standard practice at rallies to invite members of the general admission crowd to sit in any available bleacher seats to the side of, or behind the President. The key word above is "available" because often these bleachers were designated as seating areas for specific groups. But even when this was the case, members from the regular crowd might be invited up to fill any remaining empty seats. There is absolutely NOTHING suspicious about rally attendees being offered bleacher seats as it was a common practice at the time.
