Development began around 1991, and as far as I remember, it was rolled out company-wide around 1992. At first, it supported keyboard input only, but later gained mouse support. I believe the mouse version became widely adopted across the company from around 1993 onward. The former Irem team and the Tokyo development team began using it earlier than others, partly to help debug the tool itself while the mouse version was still under development.
