- Phase 1: Bilateral contracts with PJM/CRA "match-making" services
- Phase 2: Central procurement for MW left
- Price cap for central procurement 'under review', clearing price to be Pay as Bid NOT Pay as Cleared like capacity market
- PJM estimates procurement to be ~15GW. Largest share in AEP, DOM, COMED zones
- Eligibility for new supply: needs COD by 2031, delayed retirements proposed to be excluded
- NO special interconnection process for RBP supply
Note: if load simply avoids Phase 1 bilateral contracting, LSEs would need to procure gen potentially socializing costs across all ratepayers - this was a criticism from States on the Central Procurement approach

• Oracle’s exclusivity period on the Abilene expansion expired last week.
• BUT Oracle was planning to rent GPUs in Abilene to another major customer—NOT OpenAI.
(OpenAI decided several weeks ago not to expand beyond 1.2GW Abilene. See post below.)
• Nvidia has put down a $150 M deposit and is in exclusivity to be the tenant. Nvidia is in talks with multiple potential customers to rent the compute, including Meta.
• The expansion was designed specifically for next-gen Nvidia chips, so Nvidia had an interest in keeping the project moving.
