It is not discriminatory. As a business owner one looks at optimising costs. Lets say a person starts a restaurant. he gets a dozen people from his native place and employs them at low wages. they stay in the hotel, and work around the clock. The larger question here is that the space where the restaurant started is owned by a local. Why did he not start a venture and employ locals?
