Arsenal signing Ayyoud Bouaddi for €60m ( £52m ) will be a big steal. That's £30m less than West Ham wants for Mateus Fernandez.
And it can be argued that Ayyoud Bouaddi is the better player.

Manchester United can have Mateus Fernandez. Manchester City can overpay for Elliot Anderson as much as they want.
Newcastle United can keep Sandro Tonali. We are not paying £100m for a £60m player.
We will just go and sign Ayyoud Bouaddi for far cheaper than all of those players.
And he is much younger, plus the better player. We will pay the English tax this summer but only for MORGAN ROGERS.
