California's top-two elections system mitigates vote-splitting, but does not eliminate it. This is at the top of many Californians minds now, as the Governor's race is highlighting the issue.

With its problems laid bare by the California Governor's race it's important to remember that Top Two is still more accurate than traditional primaries and a general with one candidate from each party -- but there's definitely room for improvement.
The Plurality top-2 primary has the same expressivity and spoiler problems as the status quo. Although the top-2 phase helps, we need a system like STAR or Approval Top-2 to truly solve the problem. Read more at starvoting.org/accuracy

Swalwell is already on the ballot, so anyone who votes for him is effectively wasting their vote!
