If I talk right now people will say I am being petty, but look at the time inputs are arriving. We are already halfway into the raining season and it's now that inputs are arriving, make it make sense to me.
These things are supposed to arrive even before the season begins so that the farmers knows what capacity he can plant and work on. It is high time we have clear cut plans on how to deal with these things rather than the reactionary kind of governance we are doing.

Today, the Democratic Republic of Congo has over 900 political parties, let alone some African countries! Most of those parties have no clear objectives; they do not even know what exactly they stand for or against.
Lumumba believed that unity of purpose for the betterment of the people mattered more than multiplying parties.
When parties share the same goals based on serving the people, you do not need hundreds, but just enough to ensure a fair balance in the political and administrative system without losing unity and purpose.

Since you want to be so kind to “repentant terrorists,” build a reorientation camp somewhere and keep them there for the rest of their lives. And turn them into farmers.
They have succeeded in sacking farming communities so turn them into farmers and make sure they cultivate all those farmlands deep into the forests they use to operate in. Their KPIs will be good and consistent harvest that feeds the nation. You will feed them from what they produce.
Any one of them that steps outside the camp without an armed guard to escort them will be shot on sight.
Again, since you want to be kind to killers, at least make them useful to the society, and keep them away from innocent civilians.
