Having a formal team can help, but there is more to it!
You still have to:
- sponsor them with other teams
- adjust existing processes
- learn new modes of interaction
It took us some time to establish our first horizontal (now enabling) team in our organization.

Is your infrastructure programmable via code? Is your infrastructure testable via code?
"Cloud" is programmable as standard. That's why cloud is a force multiplier, not just because someone else is running things.
