Davis called the bill “cruel,” “out of step with where South Carolinians are,” and his party has “jumped the shark.”The bill would ban nearly all abortions starting at the moment of diagnosable pregnancy, eliminate current exceptions for rape, incest, and fatal fetal anomalies, and impose harsh criminal penalties: up to 20 years in prison for doctors or anyone assisting, and up to 2 years for the woman receiving the procedure under any and all circumstances.
