Extremely common way cops ambush. Two or more cops give 2 or more instructions so when a startled person tries to comply, they got shot because they can’t comply. Daniel Shaver died the same way and cops will do the same to you if you get in their way.
According to another eyewitness, ICE gave the woman they killed contradictory instructions, then aggressively surrounded her vehicle. One told her to leave, then as she complied, another tried to open her car door & told her to get out of it, while the killer got in front of her.
