The Hunger Games movie where Rue appears is from 2012, while the first season of Euphoria canonically takes place in the fall of 2018, when the Rue of Euphoria was 17 years old. ( )

Everything indicates that Rue already had this nickname for many years (since she was already called that in past flashbacks), so, comparing the dates, it makes sense that she got them when the movie was released in 2012, when she was 11, an age very close to the THG's Rue (12).
