He noted that it is because of foreign funding that civil society is able to deliver effectively π―π€π½. However, with these provisions and clauses in the Bill that put a limit on funding, service delivery is set to decline π, potentially pushing communities toward greater hardship and absolute poverty π
He further expressed concern that the Bill, being driven by government, requires broader citizen engagement before any decision is made π£οΈ. In his view, rushing the process risks worsening the situation for ordinary Ugandans
