This evening, @WACSOF has hosted stakeholders from the region for a radio talk show to discuss the proposed Sovereignty Bill 🏛️🎙️ and its implications on governance, civic space and citizen participation in Uganda. A key opinion shared by Dr. Innocent Muramuzi was that the Bill could lead to the closure of many NGOs, raising serious concerns about the future of civil society operations in the country. He further questioned the urgency in which the Bill is being processed, noting that Parliament has less than a month remaining in its current term ⏳. He emphasized that such a significant piece of legislation requires adequate time for public sensitization and meaningful engagement. He expressed concern that citizens are being given only about 3 days to submit their views, instead of the expected 45-day consultation period 🤔. He also warned that rushing the process could result in significant financial and institutional costs 💰, urging policymakers to carefully consider the long-term implications. His central question remained: Why the rush, yet the Bill has far-reaching consequences for citizens and civil society? 📢 #SovereigntyBill #CivicSpace

From a #legalperspective, Csl Kenneth noted that the Bill will affect every citizen in one way or another. He pointed out that even simple financial transactions, such as a parent receiving money from a child abroad, may require a certificate from the Ministry of Foreign Affairs before funds can be transferred 💰🌍. He further observed that many churches and faith-based organisations that receive donor funding to support community initiatives such as hospitals, schools, and foundations could also be significantly affected in their operations and service delivery structures. Csl Kenneth questioned the urgency around passing the Bill before the current Parliament concludes its term ⏳. He emphasized that Article 1 of the Constitution underscores the sovereignty of the people, therefore citizens must be given adequate time to understand, interrogate and meaningfully participate in discussions on the Bill 📜. He also noted that Uganda already has existing frameworks such as Anti-Money Laundering laws, raising concerns about possible duplication and regulatory overlap. He argued that while the Bill’s title suggests it is “for the people,” some of its provisions appear to require deeper scrutiny and public clarification 🤔. His key call was for MPs to pause the passage of the Bill and first ensure proper understanding and broad-based public engagement before any further steps are taken 📢. #SovereigntyBill

Speaking as a community representative, Mr. Ian expressed strong concern about the Bill, stating that in his view, it poses serious risks not only to individuals but to entire communities whose livelihoods and access to essential services depend on support from civil society organizations. He emphasized the need for people to take interest and fully understand the Bill and its implications 📢. He highlighted concerns around donor funding, noting that proposals to cap foreign funding such as limiting it to 400 million annually could severely affect how national NGOs support regional and community-based organizations that complement government efforts in service delivery 🤝. This, he noted, could directly impact communities by limiting access to services such as health, education and livelihood support. Ian also raised broader concerns about the burden on citizens, pointing to already high taxes and questioning whether additional restrictive laws may further strain livelihoods and weaken community resilience 🤔. His call to action was directed to Members of Parliament: to critically assess the Bill, prioritize the interests of their constituents, and ensure that any decisions made reflect the needs and voices of the people and communities they represent 🏛️. #SovereigntyBill

*BUSHENYI DISTRICT COUNCIL PREMATURELY ADJOURNED OVER DISTRICT SERVICE COMMISSION APPROVAL 25/3/2026 Douglas Mucunguzi, the Bushenyi District Speaker yesterday 24.march 2026, adjourned the district council till further notice. This came about when councilors protested the procedural matter put before them which was laying of budget framework for 2026-2031. Councilors asked to be explained to why the names of people they passed to be on the District service commission haven't been approved by Public service Commission yet the timeframe for the approval process has elapsed. Jaffari Bassajabalaba, the outgoing Chairman Lc v explained that he submitted the necessary documentation, however officials came to district last week to query the corruption and bribery related matter sorrounding this whole matter. He says that they are likely to release a report with detailed findings which will guide the council on way forward. Mr kakonge Apollo Lee Executive Director western Ankole Civil Society Forum says that he interested himself in this matter after a leaked audio of the suggested district service commission one barahuka Denning promising the blocker to pay balance of the bribe to the District Chairperson Mr Jaffari Bassajabalaba so that his name can be approved. Kakonge says this prompted him to write to relevant authorities to come and intervene, if possible arrest and put in courts of law the parties involved. "We can't keep on living in such an environment where the person being appointed to head the commission to recruit district workers is buying his way there, do you expect this person to preside over recruitments freely and fairly " he added. He concluded by guiding the council to convene as soon as possible and do laying of budget framework because a government can't operate without a budget. He said that people vote these councillors to come and represent them not to joke around. It should be remembered that all this started a few months ago when an audio having a conversation of one Barahuka Denning whose name was approved by the district Council leaked to public where he was heard admitting to have paid certain amount of money to become approved the incoming chairman Bushenyi District service commission. It has since then created divergent discussions until today when the matter remains hanging with no one knowing when what will happen. The district council is in it's final days and therefore has limited time to do things right like budgeting process and others or be counted as a failed ruling tenure. Day 2 of the #REALFathersUganda Annual Learning Convening is underway in Kampala, bringing together Government, partners, and communities to reflect on evidence and advance practical pathways for scaling responsible fatherhood and strengthening family systems in Uganda.

🤝Responsible fatherhood is not a single-sector issue - it’s a national development priority. 🇺🇬👨‍👧‍👦 A high-level panel at the #REALFathersUganda Convening brought together commissioners from @Educ_SportsUg @MoLGUganda @MinofHealthUG to spotlight how coordinated sector interventions can advance responsible fatherhood in Uganda. From the education lens, John Wesonga @Educ_SportsUg emphasized that parents carry the primary responsibility for a child’s growth and development. He highlighted education and sports as critical platforms for shaping values, discipline, teamwork and positive behavior 👉calling on fathers to be present in their children’s learning journeys, school engagement and talent development ⚽📚 From the local government perspective, Steven Koma @MoLGUganda noted that LGs play a critical role in inclusive service delivery. Through bottom-up planning, community engagement, and strong frameworks, districts can ensure families’ needs are prioritized in work plans and budgets. Such a great experience attending the REAL Fathers Learning Convention 2026! Hearing and sharing the impact of of the project in lives of young fathers,their spouses and children, was truly inspiring. Feeling proud to be part of the team at the community level 😊.
