Secular Principles in Practice: The Kyrgyzstan Model

📌This report examines the development of secularism in Kyrgyzstan and the transformation of the state's religious policies. Focusing on state–religion relations in the post-Soviet period, it analyzes how secular principles have been defined and implemented within a Muslim-majority society.
The study explores Kyrgyzstan’s regulations concerning religion in the context of religious freedom, state neutrality, national identity, and security policies. It also investigates the evolution of the country’s approach to secularism through an analysis of the Concepts of State Policy in the Religious Sphere issued in 2006, 2014, and 2021.
As the sixth publication in the HACE Report series, this report offers an assessment of secularism and state–religion relations in Central Asia through the case of Kyrgyzstan.
