This was done by Mayor of Topeka Joan Wagnon who had been a KS state rep and later worked in Governor Sebelius's administration. She was also head of the KS democratic party for a while.

Nintendo dropped 700 plush Pikachus from the air, with skydivers landing beside yellow Pikachu-themed Volkswagen Beetles.

Fun fact, several past dem candidates for US Senate in Maine are in the Maine Legislature:
Sean Faircloth who was the runner up in the 96 dem primary currently serves in the Maine House of Reps.
Mark Lawrence who was the D nom against Olympia Snow in 2000 is in the Maine Senate.
