'Public Ownership' means the government or a public body holds the legal title and assets of an organisation or industry.
'Public Control' means the government regulates or directs how an organisation operates, even if it remains privately owned.
So Burnham's 'Public Control' pledge could easily just mean keeping the criminal, polluting privatised Water Companies in place but just beefing up regulation.

Water is too precious and sewage too dangerous to be in private hands.
Public ownership of water is hugely popular. In a democracy this should count for something. But the government continues to undemocratically protect private water profiteers.
