I'm not sure why Congress waits. It should pass a $500B stimulus directed toward state govts now w/@ least 1/4 of $$ designated for infrastructure. Would help fill budget gaps, prevent st/local govts from intensifying downturn, & give econ recov some legs. Good idea?#yesgoodidea
