Unstated and actual reason is for ISPs to figure out how to effectively block Telegram. They cannot use current blocking infrastructure because Telegram doesn't do direct DNS lookups. Telegram makes DoH requests which ISPs cannot intercept and MITM/inject their fake responses.

I run an NGO for tree plantation with 30 active volunteers - all within India. It had to be registered for transparency of funds, running a current account, receiving donations, auditing the spends and filing ITRs. RSS has 4 million estimated members, 88,000 shakhas (including many overseas), but is still not registered in India. There are no audits, no tracking. No one knows how much funds they receive, and how much they spend. They do not file any ITR. Why?

Latest Update Officials of the Bavali Range, Nagarahole Tiger Reserve, initiated an inquiry. Using vehicle entry records maintained at the Nagarahole check-post, the Forest Department traced the vehicle owner to Kadapa district, Andhra Pradesh. According to ACF Madhu, the vehicle owner has been contacted and summoned to appear before forest authorities along with the vehicle. The department has stated that strict action and penalties will be imposed as per the Wildlife Protection Act and applicable forest regulations after completing the inquiry. The case has once again highlighted concerns over irresponsible tourist behaviour in protected forest areas and the need for greater awareness regarding wildlife viewing protocols.
