On Monday, January 29, 2024, Access Center for Human Rights (ACHR) issued an investigative report revealing the details of the ongoing random #security campaign implemented by the #Lebanese_authorities that aims to #forcibly_deport Syrian #refugees from #Lebanon during 2023. Since the fall of the Assad regime, Syrian refugees from Lebanon who returned to Syria were met with the stark reality of the unsafe conditions and a lack of durable living conditions, prompting many to return to Lebanon. Upon their return, refugees were significantly more vulnerable than before their initial departure. This ACHR statement argues that Syria remains unsafe and unstable for refugee returns and unsustainable returns deepen refugee's vulnerability. ACHR's recent report published in April: New Waves of Refugees Following the Fall of the Assad Regime. Based on in-depth interviews with Syrian refugees from diverse religious minority communities, this report provides evidence-based insights into recent displacement to Lebanon following December 2024. New waves of Syrian refugees from minority communities are not fleeing for economic reasons, they are fleeing fear. Reasons for escape differ but all fall under human rights violations, ACHR have studied for years the underlying reasons for fleeing Syria and published several research reports in the previous years studying the causes of seeking refuge. Our latest report examines how identity shapes displacement, safety, and the decision not to return. Statement on the Engagement of the IMF and the World Bank in Syria The Syrian Initiative for Fundamental Rights cautions that current IMF and World Bank engagement risks repeating pre-2011 patterns of fiscal austerity, deregulated privatization, and disregard for governance and equity. The absence of independent oversight in afternoon‑shift schools for Syrian refugee children in Lebanon exposes them to grave violations that undermine their legal right to safe and quality education. ACHR position paper documents the rise of these violations and calls for the reactivation of monitoring and accountability mechanisms, and for ensuring the presence of child protection personnel and psychosocial support services. Education is a fundamental human right guaranteed under international law, and schools must serve as safe havens that protect children ,not as spaces where their rights are violated. Position Paper: Housing, Land & Property Rights: A Practical Barriers to Voluntary, Safe, and Dignified Return In a paper published during the beginning of March, ACHR called for urgent action on Housing, Land & Property (HLP) rights. في ذكرى #الثورة_السورية التي صادف مرورها يوم أمس، 18 آذار، خمسة عشر عامًا، عانى خلالها السوريون في نضالهم ضد نظام بشار الأسد، وفي ظل تحوّل بلادهم إلى ساحة صراعات إقليمية، فيما تُرك النازحون واللاجئون عالقين بين مسارات التفاوض.   مرّ خمسة عشر عامًا على انطلاقة الثورة السورية، ولا يزال النازحون واللاجئون يأملون بتحقيق العدالة لمن تسبب بتهجيرهم، كما لا يزالون يحلمون بالعودة إلى مدنهم وبلداتهم الأصلية التي وُلدوا فيها، وبإحداث تغيير جذري في الحياة السياسية والمدنية تحقق جزء من أهداف الثورة السورية.   بعد هروب بشار الأسد من البلاد منذ أكثر من عام، لم تتخذ السلطات الجديدة في سوريا قرارات من شأنها ضمان كرامة وحقوق اللاجئين والنازحين بشكل فعلي، ويقع على عاتق الحكومة الانتقالية ترجمة خطاباتها إلى إجراءات ملموسة جادّة.

On the anniversary of the #Syrian_revolution, which marked fifteen years yesterday, March 18, Syrians have endured years of struggle against the regime of Bashar al-Assad, while their country has turned into a battleground for regional conflicts, leaving displaced people and refugees caught between negotiation processes. Fifteen years have passed since the outbreak of the Syrian revolution, and displaced people and refugees still hope for justice against those responsible for their displacement. They continue to dream of returning to their original cities and towns where they were born, and of achieving fundamental change in political and civic life that fulfills part of the revolution’s goals. After Bashar al-Assad fled the country more than a year ago, the new authorities in Syria have yet to take concrete decisions that would genuinely guarantee the dignity and rights of refugees and displaced people. The transitional government bears the responsibility of translating its rhetoric into serious, tangible actions.

As illegal Israeli airstrikes intensify in Lebanon, Syrian refugees face heightened protection risks and vulnerability, and discrimination in accessing emergency healthcare services and shelters. Urgent Call to Protect Civilians, Halt Military Operations, and Adopt Political Solutions The undersigned organizations are closely monitoring, with deep concern, the humanitarian and security situation in northeastern Syria following the signing of the agreement reached between the Syrian Transitional Government and the Syrian Democratic Forces on 21st January. The agreement aims to establish a ceasefire and to take steps toward integration within the Syrian state. As the four-day period stipulated in the agreement approaches its end, and at a moment marked by fear, widespread displacement, and renewed violence, the transition from armed confrontation to pathways centered on the protection of civilians, the safeguarding of the rights and dignity of the Syrian people, dialogue, and political solutions is of critical importance and must be preserved and strengthened.

Joint Statement Forced Deportation and Escalating Discrimination: Egypt Turns Forcibly Displaced Syrian Citizens from Residents and Refugees into ‘Violators’ Under Threat of Arrest and Deportation January 22, 2026 The undersigned organizations sound the alarm regarding what amounts to a de facto policy of disguised forced deportation that undermines Egypt's constitutional and international obligations; call for an immediate halt to campaigns of arrest, detention, and forced deportation linked solely to residency status; and for refrain from any decisions to deport or ‘forcibly remove’ forcibly displaced Syrian citizens along with any other forcibly displaced people who were placed in unlawful conditions through informal procedures and are being subsequently penalized for said conditions. The organizations call for the establishment of fair and clear legal pathways to formalize these people’s status and to recognize their temporary documents, ensuring effective judicial oversight of any immigration and asylum-related detention, while enabling the UNHCR access to all detained people to provide them with legal advice and challenge deportation decisions before they are carried out. Syria continues to face widespread Housing, Land and Property (HLP) violations that are both major barriers to refugee return and unresolved justice and accountability needs. In this position paper, ACHR examines how HLP rights violations remain a key barrier to voluntary, safe, and dignified return and is a key tenant to the future stability of Syria. Drawing from interviews with five Syrian refugees, the paper highlights how loss of documentation and legal issues, insecurity, and the lack of basic living conditions in Syria shape refugees’ decisions to return and reflect their broader demands for justice and accountability.
