Part of that is Dems inability to take credit for their successes. Trump signed stimulus check. Biden did not. People still talking about their “Trump checks”.
But broader point stands. Voters don’t reward good policy and results.

As many have pointed out, Dems faced the same environment that has been taking out incumbent parties everywhere. A big part of this, however, is that Trump was allowed to rehabilitate himself and his first term relatively unchallenged by the media.
