I get the sentiments, but 60min "in play" still allows team to disuprt an opponent's rhythm.
But mainly, think how long Managers will take with subs, chatting to players when the ball is out. Deciding who takes a free kick etc.
60min football will take 2.5hours.
Simple cure to timewasting. Remove timekeeping responsibility from referee & each half consists of 30 minutes in play football. Timekeeper can signal to ref if keeper keeps ball >6 seconds. A few indirect free kicks in the box, esp if a goal results, will stop the cheating
