Scholars even after the Salaf, while their rulers were ruling by man made laws and mixed it with Shariah, they said those taking the Dhahir of the Ayah are Khawarij

Note that there is no obedience in what Allah forbade, but that which is already obligated on you to do anyways, or what is Mustahab, obedience is part of the religion according to these companions
