So this has been my thing for a while now. Ues to this... and everyone registers for civil service at say 16 or 18. (Exceptions for severely disabled kids)
You don't have to do anything, but if you want to qualify for government-backed loans, in-state tuition, welfare bennies, etc... you need (or are getting) some number of service credits. You get credits by joining the military reserve, a forest management crew, graffiti removal team, local volunteer work, etc.
Once you get enough credits, which you should be able to get doing a day a month or 2 weeks a year for 10 years, you're qualified for life.
