Lu Shaye said Crimea was Russian before Khrushchev offered it to Ukraine as he called to stop the disputes around the borders of the former Soviet republics and enact a ceasefire in Ukraine. Shaye added that the former Soviet republics “don’t have effective status under international law because there is no international agreement to 'substantiate' (concrétiser) their status as sovereign nations.”
