Elias makes the argument precisely and it deserves to be stated plainly. Jay Clayton spent most of his career as a securities lawyer at Sullivan & Cromwell. He ran the SEC. Then, days before Trump announced his DNI nomination, Clayton appeared on CNBC and declared that California's vote-counting creates an "opportunity for fraud." No evidence offered. No prior interest in the subject. A Wall Street lawyer suddenly with strong opinions about ballot counting in a state where the Republican candidate for mayor had just lost ground as late mail votes came in. Elias's conclusion: the CNBC appearance was the job interview.
