MPs voted against the Opposition Motion by 319 to 181 votes. The motion concerned stalling life expectancy rates and growing health inequality since 2010 outlined in the Marmot review, and asked the Government to publish a health inequalities strategy and implement the review.

Yep. The key thing about the Labour referendum pledge isn't just that it offers one. It's that it offers one in conditions where it is highly likely to result in Remain.
Brexit deal in Labour manifesto looks like Norway , with economic disruption kept to absolute minimum. Which means in the 2nd referendum the big debate would be whether there's much point in being outside the EU but inside its rule book, without a say on those rules
