1. Singapore. Opaque with defense acquisitions and not wanting to stir the pot with China after previous tensions re Taiwan
2. Japan. Want to acquire F-35Bs for their new totally not aircraft carriers
3. Spain. Hiding purchase due to inter-gov tension
