CA's Digital Financial Assets Law is moving from statute to enforcement. The licensing portal opens 3/9, with firms required to be licensed, have an active application, or qualify for an exemption by 7/1/26.

The numbers tell the story: American merchants paid $187 billion in processing fees in 2024.
Traditional payment fees consume nearly half of small business profit margins. The GENIUS Act created clear stablecoin licensing frameworks, allowing owner-operators to recoup those costs and invest back into their communities.
