Kyros/Refocus Recovery began billing Medicaid for Peer Recovery Services (PRS) in 2022, and total PRS billing across all providers nearly quadrupled in just one year—from $3.6 million to $12.3 million. In 2023, they billed for the full year, and overall statewide PRS billing grew almost tenfold compared to 2021—an increase of nearly $30 million in just two years. That level of growth is a HUGE red flag.
Kyros/Refocus was shut down in September 2024 due to credible allegations of fraud, and total PRS billing across all providers dropped to $20.5 million in 2025. Billing in 2026 appears to be on pace for around $10 million statewide, which aligns more closely with a reasonable rate of growth when looking back to when PRS billing was first approved in 2018.
A small group of us worked hard to create and pass new legislation in 2024 and 2025 to prevent fraud, waste, and abuse. I’m proud of what we accomplished, even if we may have added a bit more documentation than ideal.
