The truth is not that parents failed to warn lawmakers.
The truth is that too many lawmakers chose not to listen.
Nothing exposes this failure more clearly than the special education scandal.
For nearly two decades, Texas artificially limited special education enrollment.
Thousands of children who should have received services never received them. Families struggled to obtain evaluations. Students with disabilities went unidentified and unsupported.
Everyone knew.
Districts knew.
TEA knew.
The Legislature knew.
Yet the system remained in place.
Today many of the same institutions responsible for creating the crisis are holding hearings about fixing it.
Meanwhile teachers remain overwhelmed. Special education departments remain understaffed. Families continue fighting for services.ā ~
