Dear Comrades, Today, the CBOF delegation visited Head Office and had the opportunity to meet CGM Shri Alok Kumar Agarwal, GM (HR) Shri K. V. Ramana Murthy, DGM (HR) Shri M. Lawrance, AGM (HR) Shri Niladri, along with other senior executives at Head Office. During these meetings, several important HR-related matters were discussed in detail. The discussions were held in a positive and constructive atmosphere. The primary focus was on various issues and concerns of our members related to GT 2026. What is PLI (Performance Linked Incentive)? Performance Linked Incentive (PLI) is a variable pay component introduced in Public Sector Banks (PSBs) under the Bipartite Settlement/Joint Note. It is linked to the overall performance of the bank and is paid annually to employees and officers. Earlier, PLI was largely based on collective bank performance, ensuring a more uniform and inclusive distribution across scales. What is the current issue? The Department of Financial Services (DFS) advised banks to shift to a revised PLI model where: -Officers in Scale IV and above may receive PLI up to 360 days of basic pay (linked to individual performance). -Employees and officers up to Scale III are reportedly capped at around 15 days’ basic pay DA. This has led to concerns of disparity between senior management and the majority of workforce. Why is UFBU against payment now? The United Forum of Bank Unions (UFBU) has opposed the implementation/payment of PLI under the revised model because: 1. Discrimination Concern – The new structure allegedly creates a wide gap between higher scales and the majority of staff, which UFBU views as unfair and divisive. 2. Departure from Settlement Understanding – The earlier PLI framework was linked to overall bank performance, not sharply divided by scale or individual metrics. 3. Issue Sub Judice – The matter is under conciliation proceedings before the Chief Labour Commissioner (CLC). UFBU argues that implementing payment before resolution violates the understanding to maintain status quo. 4.
