Why doesn’t baseball give one mandatory check before the pitcher takes the mound in his first inning, monitor the spin rate throughout the game, if they see a jump in spin rate any inning then stop the game to check for substances?

Foreign substance has always been against the rules. Enforced or not, don’t make a habit out of something against the rules and you wouldn’t have anything to complain about mid season.
