Until China, and the major emerging markets emitters deliver actual caps, a fundamental trade problem, nothing the OECD does alone will solve the problem.

This is the problem and opportunity for cleantech to solve global co2 issues and drive the energy transition

Cleantech has driven the ability to solve climate, but the world won't be serious about solving climate and meeting the IPCC goals until you see not just technology, but trade policy instead of tax and regulatory policy, again a core part of the climate and cleantech discussions.
It's a global trade problem that can't be handled by the EPA or a US carbon tax or big subsidies or energy efficiency policy. Only by technology and trade.

Every US administration for 2 decades has realized this - which is why we never signed Kyoto and Paris has no teeth.

Latest IPCC report is out. ipcc.ch/report/ar6/wg1/ Here's the real issue: Co2 is the only pollutant that doesn't care where in the world it's emitted, or cleaned up.
