Data on deaf related issues are woefully inadequate at all levels of government and rather deliberate too. The @BDA_Deaf's own statistics are out of date and not even externally audited as reliable. Data is a crucial piece of tool in creating an effective case / study. Good luck.

From our experience - it tends to be both hearing and deaf led organisations. There is a need for a specific contract monitoring role to measure performance and ensure compliance and that data can be used against agencies, especially when they apply for a contract renewal.
